Project Overview
Kitsap County is working on updates to Kitsap County Code Title 21 to improve the procedures used to process land use & development applications and site-specific amendments to the Comprehensive Plan. The update will modernize the County's development review procedures, clarify existing code language, address inconsistencies and administrative gaps, and improve the overall organization of Title 21. The goal is to create a process that is predictable, consistent, and easy to follow for everyone: applicants, staff, decision-makers, and the public.
Following adoption of the 2024 Comprehensive Plan, the County identified opportunities to improve the procedures governing comp plan amendments requested by property owners. As part of this code update effort, the County will evaluate procedures for certain site-specific legislative land use changes, including amendments involving:
• Mineral Resource Overlay areas
• Tribal land designations
The update also incorporates changes needed to align County procedures with state legislation governing local project review.
This project does not change the County's adopted land use policies or development regulations governing how land may be used. Instead, it focuses on improving the procedures, timelines, responsibilities, and administrative requirements used to process land use applications and legislative actions.
Overall, the County aims to create a fair, efficient, and transparent development review process while providing a stronger procedural framework for future planning efforts, including the next Comprehensive Plan update anticipated in 2029.
