Kitsap County issues annual fire code operational permits to help ensure these vehicles are safe for workers and the public. What prompted this requirement?

Washington State updated the fire code to regulate mobile food vending, including local permits. Kitsap County began enforcing these rules in March 2025.

What is considered a vehicle?

A vehicle is anything with a license plate issued by Washington State or another state. Small units transported on another trailer, like some hot‑dog carts, are generally not considered vehicles under this requirement. If you're not sure whether your unit qualifies, contact the Fire Marshal’s Office.

What types of appliances produce smoke or grease‑laden vapors?

Most heat‑producing cooking equipment can create smoke or grease‑laden vapors. Examples include grills, flat tops, griddles, deep fryers, frying pans, woks, barbecues, and solid‑fuel pizza ovens.

Do I need a hood above my cooking appliance?

Yes, if your cooking produces smoke or grease‑laden vapors. You must have a Type I hood with an automatic fire‑suppression system.

Are there limits to how much fuel I can have on board?

Yes. You may carry up to 200 pounds of propane (LP) or up to 1,300 pounds of compressed natural gas (CNG).

What about cooking oil?

You can carry up to 120 gallons of cooking oil. It must be in listed containers and secured so it can’t tip over.

What if I want to be in a permanent location?

If you want to operate in a fixed spot in unincorporated Kitsap County, you’ll need a Temporary Building or Business Application from the Department of Community Development in addition to your vehicle permit.

How long is my permit good for?

The permit is valid for one calendar year and must be renewed annually.

I only have a propane water heater—why do I need a permit?

Even small propane appliances can leak gas inside a vehicle. Gas leaks are dangerous and have caused explosions, including in vehicles that were not cooking food. During inspection, we check for leaks and test the gas detector to help ensure your vehicle is safe.

What will I need to submit when I apply?

You will need to provide:
• Vehicle or trailer information and details on LP‑Gas or CNG systems
• Information about your cooking appliances or hood systems
• A floor plan showing appliance layout, hoods, electrical panel, and fuel tank locations
• A copy of your Washington State Labor & Industries Food Truck or Trailer Permit
• A copy of your Kitsap County Health Permit​
