About the Program
Our Career Development Program aims to empower employees to grow their skills, advance their careers, and achieve professional aspirations within our County through clear pathways, accessible learning, and meaningful support.

Program Overview

Our program provides two pathways for internal career advancement that develop our existing workforce, enhance retention, and ensure continuity of institutional knowledge while meeting operational needs through strategic succession planning. Employees begin at a lower classification level with a comprehensive development plan, or a Training Guide (also referred to as a workbook) that prepares them for advancement to the target position within a defined timeframe.

Option 1: Development Plan - Underfill of a higher-level position - Do you have employees that wants to grow their career at Kitsap, but doesn't quite have the skillset to move to the higher level? This is a great opportunity to underfill! As positions become available, consider underfilling and then growing the employee into this higher role through mentorship, an established training plan, and routine progress checks. 

Option 2: Training Guides (workbooks) for career progression within a job series- The Training Guides option, commonly known as the workbook, is a comprehensive career development initiative designed to provide employees with structured pathways for advancement within specific job series.
