The Westsound Regional Emergency Vehicle Operations Course (EVOC) provides law enforcement officers with specialized training in emergency vehicle handling, pursuit operations, and safe driving techniques.
The course emphasizes vehicle dynamics, hazard avoidance, skid recovery, vehicle control, and decision-making in challenging driving situations. Training is designed to help officers develop the skills needed to operate emergency vehicles safely and respond appropriately to rapidly changing conditions.
EVOC training is offered twice a year, typically in the spring and fall.
Training and Skills
EVOC combines classroom instruction with practical driving exercises to reinforce vehicle control, tactical skills, and sound decision-making.
Vehicle Control and Maneuvering
- Hazard avoidance exercises
- Forward and reverse serpentine courses
- Skid car training and recovery techniques
- Precision vehicle placement
- Medium-speed autocross course
Emergency Driving and Pursuit Scenarios
- High-speed pursuit course
- Mock pursuit scenarios
- Stop Stick deployment
- Pursuit intervention techniques, including the Precision Immobilization Technique (PIT)
Classroom Instruction
- Emergency driving review

- Pursuit policies, procedures, and decision-making
Regional Agency Partnerships
The Westsound Regional EVOC Team brings together law enforcement agencies from across the region to provide collaborative training and share resources.
A regional training model expands the pool of available instructors, supports scheduling flexibility, and helps agencies manage training costs. It also gives officers and instructors opportunities to become familiar with participating agencies' pursuit policies, intervention techniques, and radio procedures.
