Commissioner Clucas is currently assigned to the dependency, family law, and protection order dockets.  He also oversees several juvenile court programs, including the pre-adjudication treatment court (KPAC), and the truancy and at-risk youth courts.
 
He earned his bachelor’s degree at California State University, Long Beach, and his law degree from Willamette University in Salem, Oregon.   While at Willamette he also received his certificate in alternative dispute resolution.
 
Prior to his judicial appointment, Commissioner Clucas began his career as a deputy prosecutor where he helped develop the Kitsap Adult Drug Court.  He then moved to the private sector practicing in several areas including criminal defense and family law.  He also served as President of the Kitsap County Bar Association.
 
Currently Commissioner Clucas serves as co-chair of the Washington State Superior Court Judge’s Association Family & Juvenile Law Committee and is a member of the Judicial Education Committee.   He often speaks at judicial trainings on topics including dependency, family law, and protection orders.
   
Commissioner Clucas is a past recipient of the Robert J. Bryan Inn of Court Civility Award and the Kitsap County Bar Association Humanitarian Award.   In 2015 he received the Washington State Bar Association Professionalism Award.​
 
Commissioner Clucas was appointed the full-time Court Commissioner by the Superior Court Judges effective July 30, 2018.
