Consolidated Annual Performance and Evaluation Report (CAPER)

The Kitsap County Community Development Block Grant (CDBG) and HOME Investment Partnerships program (HOME) has completed the 2025 Annual Performance Report to account for progress made in meeting goals and priorities identified in its current Consolidated Plan. This report, prepared for the Department of Urban and Housing Development (HUD), includes a summary of activities that received CDBG and/or HOME funding during the 2025 grant period, January 1, 2025 - December 31, 2025.

Affordable Housing Report

Kitsap County and the City of Bremerton partnered to have a study completed by ECONorthwest to better understand housing affordability issues. The report, published in March 2020 includes key findings and recommendations to encourage and support the development of more housing to meet residents’ needs.
