Program Overview​

A collaborative effort among providers with the mission to support the individual to break the cycle of trauma and exploitation by teaching individuals involved in the justice system skills for healing, providing tools for building resilience, encouraging independence and voice, and empowering participants on the path to recovery.

Our Mission

The mission of T.H.R.I.V.E. is to break the cycle of trauma, exploitation, and involvement with the justice system by teaching skills for healing, resilience, independence, voice, and empowerment. The court provides wraparound support to help participants achieve stability, reduce recidivism, and build healthier lives.

Therapeutic Court Team

The Kitsap County District Court Therapeutic Court team consists of professionals trained in therapeutic court practices and mental health treatment who work collaboratively to support participants. The team includes:

  • Judge
  • Defense Attorney
  • Prosecutor
  • Compliance Specialists
  • Trauma Clinicians
  • Substance Use Disorder Professionals
  • Peer Support Specialists
  • Program Management

 

Referral to Therapeutic Courts

Cases may be referred to therapeutic courts by defense counsel, prosecutors, law enforcement, or other Community partners.

Referrals are initiated through the prosecutor's office by completing a Therapeutic Court Screening Form.

How To Apply

Eligibility Criteria

Participants may be eligible if they meet the following conditions:

  • Have an open case within Kitsap County
  • Can be a Misdemeanor or Felony 
  • Screen as High Risk and High Needs
  • Current charges and previous convictions must not be excluded by RCW 2.30.030
  • The defendant must be diagnosed with a trauma-related behavioral health condition resulting from experience(s) of trafficking, exploitation, and/or abuse. 


After Referral

Participants meet with the team and undergo an eligibility screening.

  • You will meet with the Compliance Specialist or Program Manager for your screening.
  • Referrals are required to view the court at least 2 times.
  • Releases of information may be signed to allow review of prior or current treatment records.


Program Entry:

Participants must agree to program requirements through a stipulated order of continuan​ce that you discuss with your defense attorney.

The Team will help you develop an individualized treatment plan tailored to your needs.

Expectations for Participants:

  • While every treatment plan is individualized, typical conditions include:
  • Minimum of 15 months of court supervision.
  • Active engagement in mental health and/or substance use treatment.
  • Compliance with prescribed medications.
  • Maintaining court-approved housing and following housing rules.
  • Remaining law-abiding
  • Do not possess weapons
  • Submitting to urinalysis, as directed.
  • Meeting regularly with compliance specialists.
  • Returning to court for review hearings.
  • The team works closely with local providers to ensure access to treatment, housing, peer support, and recovery services.
