Replacement Facilities and Technology Capital Projects Levy  

The Board of Directors of North Kitsap School District No. 400 adopted Resolution No. 11-02-25, concerning a proposition for a capital projects replacement levy. This proposition would fund capital improvements, replacing Hilder Pearson Elementary and improving safety, security, buildings and technology District-wide (including fire alarms, fencing, roofs, HVAC, exterior repairs), and authorize the District to levy the following excess taxes on all taxable property within the District:

Explanatory Statement

(Prepared by the attorney for the district as prescribed by law.)

Proposition 2 authorizes a replacement capital levy to support school facilities district-wide, consistent with priority projects identified by the District’s Facilities Advisory Committee, as well as technology equipment and infrastructure upgrades. Proposition 2 will enhance student and staff health, safety and security, provide equitable learning spaces at elementary schools and extend the useful life of existing school buildings.

Proposition 2 will fund: (1) site accessibility and Americans with Disabilities Act (ADA) improvements; (2) parking/transportation improvements to improve pick-up and drop-off areas and provide adequate vehicle circulation, minimize conflicts and relieve congestion; (3) building security improvements (secure entry vestibules, cameras, fencing); (4) classroom spaces to reduce the use of portables for instruction; (5) playgrounds, fields and physical education facilities; and (6) mechanical, electrical, plumbing and exterior roofs, walls and systems to extend useful life of existing buildings.

The proposed levy authorizes collection of $13,550,000 in 2027, $14,092,000 in 2028, $14,655,680 in 2029, $15,241,907 in 2030, $18,700,000 in 2031, and $19,448,000 in 2032. The rate per $1,000 of assessed value required to produce these amounts is estimated to be $0.91 in 2027 through 2030 and $1.07 in 2031 and 2032. Argument For the Measure

Vote Yes to Protect North Kitsap’s School Buildings
Proposition 2 is a responsible, community-driven investment that improves safety, protects school buildings, and replaces Hilder Pearson Elementary, a 75-year-old school far beyond its usable life. This replacement levy maintains a steady, predictable tax rate while addressing urgent facility needs. Vote Yes to keep our facilities safe and functional.

Addressing Critical Needs
Safe, functional schools require steady investment. North Kitsap is developing a long-range facilities plan, but Pearson cannot wait. Its systems are failing, repairs are increasingly costly, and the building no longer meets modern safety or efficiency standards. A Yes vote ensures students are not learning in deteriorating conditions.

Vote Yes for Responsible, Cost-Effective Planning
Passing this levy allows the district to address the most urgent needs now, replacing Pearson and completing essential maintenance across all schools, while long-range planning continues. This prevents more expensive repairs later and supports a responsible path forward.

Investing in Safe, Sustainable Learning Environments
Proposition 2 supports roofs, HVAC systems, technology, traffic flow, fire alarms, and outdated structures across all schools. These projects protect the community’s investment and ensure safe, welcoming learning environments.

Vote Yes on Proposition 2 to support safe, stable schools for every student.

Argument Against the Measure

Why Vote NO? This levy is poorly planned, too expensive and being rushed.
Voters should know more before voting about paying so much tax. Wait for the Master Plan in April, trim fat from proposed projects, find out what the state budget covers, and how recent 6% state tax increases and proposed upcoming state income tax affect us. Vote “no”!

What is my cost? Average NK homeowner pays about $3,000 combined school taxes annually.
State and local school taxes total about $5 per $1,000 assessed Value, about $250 per month; a huge cost. Prices are rising faster than wages, insurance rates go up annually, and our “tax and spend” legislature exceeds their income. This school district wants too much. $95 million! Evidently, we can’t stop Olympia lawmakers, but we can stop this by voting “no”!

Does Pearson Elementary need replacing? Probably, but discuss options first.
The last bond was defeated because district leaders lost our trust, yet their methods have not changed. Most Advisory Board members are district employees; biased planners. Other, less expensive solutions exist. Instead of a rushed vote, inform and involve taxpayers in planning!

Rebuttal to the Argument Against

Proposition 2 is a local, community-backed replacement levy focused on school facilities, not state taxes. It maintains steady local funding for critical building needs, including replacing Pearson Elementary, which the state does not cover. Addressing urgent work now while future planning continues is responsible stewardship. Delaying necessary work only increases costs and risks student and staff safety. Waiting now does not save money or time. Vote Yes to protect the community’s investment in our schools.

​Rebuttal to the Argument For

Only half of Pearson Elementary is 75 years old.  The upper half was built later on.  Sure, the school needs attention.  But this levy should wait until plans have been more properly laid, other options better explored, and more is known about other tax burdens we all will face in 2026.
