Replacement Educational Enrichment Programs and Operations Levy  

The Board of Directors of North Kitsap School District No. 400 adopted Resolution No. 11-01-25, concerning a proposition for an educational programs and operations replacement levy. This proposition would authorize the District to levy the following excess taxes, replacing an expiring levy, on all taxable property within the District, for educational programs and operations not funded by the State (including instructional support/staff, smaller classes, rising maintenance costs, mental health, extracurricular activities, curriculum, student safety):

Explanatory Statement

(Prepared by the attorney for the district as prescribed by law.)
Proposition 1 authorizes the replacement of an expiring educational programs and operations levy. The funds collected from this four-year levy will continue to support educational programs and operations not fully funded by the State, including but not limited to: the full costs of certificated staff (teachers, counselors, librarians) and positions needed to maintain manageable class sizes and meet student needs; classified staff (office managers, paraeducators, grounds, maintenance, custodial, technology, food and nutrition services, bus drivers, and support center staff) necessary to support school programs and operations; and safety and security personnel. The levy also supports mental health services, student safety, extracurricular programs, athletics, student activities, and curriculum, as well as maintenance and facility needs, including rising costs, and transportation operations. The proposed levy authorizes collection of up to $21,010,031 in 2027, $21,834,134 in 2028, $22,549,886 in 2029, and $23,966,542 in 2030. The rate per $1,000 of assessed value required to produce these amounts is estimated to be $1.41 in 2027 and 2028, $1.40 in 2029, and $1.43 in 2030. Argument For the Measure

Vote Yes to Keep Our Schools Strong
North Kitsap’s students deserve schools that are fully staffed, well supported, and ready for learning every day. Proposition 1 is the replacement levy that maintains that foundation. This is not a new tax. It continues the local support our community has provided for decades.

Local Support Fills Gaps the State Leaves
The state does not fully fund many essential services. Local levy dollars ensure manageable class sizes, consistent staffing, and programs that keep students engaged. Without this levy, the district would face a 16% reduction in its operating budget, a cut that would affect every school and every student.

Vote Yes to Protect Essential Staff and Programs
Proposition 1 funds the people and programs students rely on: teachers, paraeducators, counselors, nurses, mental-health supports, and instructional materials. It also keeps athletics, clubs, and extracurricular activities available so students can explore interests and build confidence.

A Yes Vote Ensures Safe, Stable Daily Operations
This levy also supports transportation, building maintenance, nutrition services, and rising utility costs that keep schools safe and open. Local levy dollars stay right here in North Kitsap.

Vote Yes for Proposition 1 to protect stability, safety, and opportunity for every student.

Argument Against the Measure

Why should I vote “no”?
Because taxes are already high, and going even higher. The district could get by on less, just like we all do when expenses go up. Besides, fewer than 50% of NK students have grade level math skills, showing little change from year to year, so extra levy money hasn’t improved student proficiency.

How much would School Levies cost me?
They plan to take about $90 million from us over 4 years with this levy. Combined Local and State School Taxes would be Over $195.5 Million The average NK household would pay about $3,000 per year. Banks and landlords add this to your loan payments or your rent.

How can I send a message to school district leaders?
By simply voting “no”. When the levy fails, maybe they’ll rethink priorities and cut down their requests.

Why are they running this levy now, not November?
Because they want to build in time this year to run the levy again in case it fails. So prepare to vote “no” now and later if not corrected! High local and state taxes are driving people and corporations out. Please vote “no” on this tax!

Rebuttal to the Argument Against

This levy is not a new tax; it replaces existing local funding that directly supports North Kitsap students. Claims that schools should “get by” ignore the real impact on staffing, programs, and classroom supports. Reducing student achievement to a single test score misleads voters and hides how sustained support, smaller classes, and resources help all students succeed over time. Cutting funding would reduce services, increase classroom strain, and harm students. Vote Yes to support students.

​Rebuttal to the Argument For

Despite the school district’s many needs, should we, the ordinary taxpayers, vote now to send more hard-earned money to schools when we don’t yet know how much the state is going to take from us through new and proposed taxes starting this year?
