2025 – 2030 Kitsap Homeless Housing Plan
Under the direction of the Washington Department of Commerce, the Housing and Homelessness Division of Kitsap County is seeking public comment on its new five-year Homeless Housing Plan. This update of the Local Plan was created with input from elected officials, community members, social service providers, housing providers, and from people experiencing homelessness.

Public Comment Period
Kitsap County is seeking written public comment on its new five-year Kitsap Homeless Housing Plan now through 4:00pm on December 7, 2025. Please submit all comments via email to
ceborg@kitsap.gov. Comments can also be sent by mail to 614 Division Street, MS-23, Port Orchard, WA 98366.
A public hearing to review and approve the funding will be held during the Kitsap County Board of County Commissioners (BoCC) regularly scheduled meeting on Monday, December 8, 2025, at 10:00 AM in the Commissioners Chambers at the Kitsap County Administrative Building, 619 Division Street, Port Orchard, WA, and online via Zoom. The meeting access link, as well as related materials, will be available to the public prior to the meeting at
www.kitsapgov.com by clicking on Commissioner Meeting Agendas and selecting the Board Meeting Date for December 8, 2025.
The public is encouraged to attend. The meeting location is accessible to those with disabilities.

2026 Coordinated Grant Application Process (CGAP) NOFA
Kitsap County Housing & Homelessness Division (KCHHD) released a Homeless Housing & Services (non-shelter) Notice of Funding Availability (NOFA) for Affordable Housing Grant Program (AHGP) and Homeless Housing Grant Program (HHGP).

2025 Kitsap County Point-in-Time Count Updates
The Point-in-Time Count (PIT Count) is an annual survey which gathers information about people experiencing homelessness during a 24-hour period. This year the PIT Count was conducted at the end of January by volunteers surveying across many locations in Kitsap County. View the
