Olympic Workforce Development Contracts

Contracts and Funding

The local Workforce Innovation and Opportunity Act (WIOA) Adult, Dislocated Worker and Youth programs are supported by the USDOL Department of Employment and Training Administration. The Olympic Consortium received $2,200,265 in Program Year 2025 federal WIOA funds with 0% financed from non-governmental sources. 

    • $668,495 is provided for the Youth program to serve 112 eligible Youth participants in Clallam, Jefferson, and Kitsap Counties.
    • $765,719 is provided for the Adult program to serve 229 eligible Adult participants in Clallam, Jefferson and Kitsap Counties.
    • $766,051 is provided for the Dislocated Workers program to serve 65 eligible Dislocated Worker participants in Clallam, Jefferson, and Kitsap Counties.

In compliance with Department of Labor and Employment Security Department, the Olympic Consortium provides funding to subgrantees to manage employment and training programs across these programs in Clallam, Jefferson, and Kitsap Counties.

WIOA Youth Program

Olympic Educational Service District 114 serves ages 16-24 Clallam, Jefferson, and Kitsap Counties

Awarded through the publicly advertised 2024 WIOA Youth Request for Proposal process and formally approved by the Olympic Workforce Development Council on July 11, 2024, as documented in the Agenda Packet 2024JUL11.

    • $488,686 under Kitsap County Contract 290-25, Contract Term 07/01/25 - 06/30/2026

WIOA Adult Program

Employment Security Department (ESD) serves Clallam, Jefferson, and Kitsap Counties

Awarded through the publicly advertised 2024 WIOA Adult/Dislocated Worker Request for Proposal process and formally approved by the Olympic Workforce Development Council on July 11, 2024, as documented in the Agenda Packet 2024JUL11.

    • $540,503 under Kitsap County Contract 285-25, Contract Term 07/01/25 – 06/30/2026

WIOA Dislocated Worker Program

Employment Security Department (ESD) serves Clallam, Jefferson, and Kitsap Counties

Awarded through the publicly advertised 2024 WIOA Adult/Dislocated Worker Request for Proposal process and formally approved by the Olympic Workforce Development Council on July 11, 2024, as documented in the Agenda Packet 2024JUL11.

    • $560,677 under Kitsap County Contract 285-25, Contract Term 07/01/25 – 06/30/2026

Program Year 2024 Federal WIOA Discretionary Grant, Economic Security for All (EcSA)

To aid low-income eligible individuals in Clallam, Jefferson, and Kitsap Counties move out of poverty. The Economic Security for All (EcSA) grant is supported by the U.S. Department of Labor as part of an award totaling $104,111 with 0% financed from non-governmental sources.

Olympic Educational Service District 114

    • $93,700 under Kitsap county Contract 437-24, Contract Term 07/01/2024 - 09/30/2025

State Funded Discretionary Grant, Economic Security for All

To aid low-income individuals in Clallam, Jefferson, and Kitsap Counties move out of poverty. The State Economic Security for All (EcSA) grant is supported by State Governors General Fund as part of an award totaling $300,324 with 0% financed from non-governmental sources.

Employment Security Department (ESD)

    • $270,292 under Kitsap County Contract 385-25, Contract Term 07/01/25 - 06/30/2026
Community Reinvestment Funds

Supports the EcSA grant with a Community Reinvestment EcSA Career Accelerator Incentive Program, and an EcSA Career Business Services and Subsidized Training Program. The grant is supported by the Washington State Department of Commerce (DOC) as part of an award totaling $602,949 with 0% financed from non-governmental sources.

Employment Security Department (ESD)

    • $518,247 under Kitsap County Contract Term 07/01/25 – 06/30/2027

Quality Jobs, Equity, Strategy, and Training (QUEST) Disaster Recovery National Dislocated Worker Grant

To enhance the public workforce system's ongoing efforts to empower America's unemployed and underemployed workers through worker and business engagement. The QUEST grant is supported by  the U.S. Department of Labor as part of an award totaling $735,952 with 0% financed from non-governmental sources.

    • $662,357 under Kitsap County Contract 014-23, Contract Term 01/01/2023 - 09/30/2025

One-Stop Operator

Supports the local workforce system by coordinating with partners to achieve its service delivery vision and performance goals.

Career Path Services

Awarded through the publicly advertised 2022 One-Stop Operator Request for Proposal process and formally approved by the Olympic Workforce Development Council Executive Committee in August 2022 via online voting, as documented in the August 2022 Approval.

    • $120,000 under Kitsap County Contract 557-24, Contract Term 10/01/24 – 09/30/2025
