2026-2030 Kitsap County/City of Bremerton Consolidated Plan

Background

Kitsap County and the City of Bremerton are required by HUD to update the Consolidated Plan every 5 years. The plan describes the community needs and outlines the priorities and funding strategies which will drive funding awards of CDBG and HOME funds over a 5-year period. Data from the Needs Assessment and Housing Market Analysis, consultations with community agencies and public input helped shape the priorities included in the Strategic Plan component of the Consolidated Plan. These priorities are used by the Grant Recommendation Committees during the annual Coordinated Grant Application process to allocate funding for projects included in the annual Action Plans.

In partnership with Kitsap County's Block Grant program (CDBG + HOME), the Community Investments in Affordable Housing (CIAH) program will utilize information gathered and analyzed through the Consolidated Plan process to develop priorities. The CIAH program and the HOME funds serve similar purposes, funding similar projects. Because of this, the CIAH program will share 5-year priorities considering affordable housing development needs.

30-day Public Comment Period and Public Hearing

Kitsap County is seeking written public comment on the Draft 2026-2030 Consolidated Plan and Year 1 Action Plan now through 4:00 pm on October 23, 2025. Please submit all comments via email to HSGrants@kitsap.gov.

A public hearing to review and approve the 2026-2030 Kitsap County and City of Bremerton Consolidated Plan and Year 1 Action Plan will be held during the Kitsap County Board of County Commissioners' regularly scheduled meeting on Monday, October 27th, 2025 at 5:30pm in the Commissioners Chambers, at the Kitsap County Administrative Building, 619 Division Street, Port Orchard, WA. The public is encouraged to attend. This will be an in-person meeting but the meeting can also be accessed online via Zoom. The meeting access link, as well as related materials, will be available to the public prior to the meeting at www.kitsapgov.com by clicking on Commissioner Meeting Agendas and selecting the Board Meeting Date for October 27, 2025.
